The Emperor asked it fourth, through Kael’s diplomatic cipher — a single line decoded in the Verdant Spire at dawn on the eighth: The Empire has no eastern evacuation infrastructure. What does the autonomous territory propose?

Autonomous territory. Still not sovereign. But asking for help.

The replies carried more than questions. Patriarch Zhao offered cultivators — fifteen veterans from the Zhao family’s eastern estates who could reinforce Seven Peaks’ defensive perimeter while the territory expanded. Drake asked it fifth, not because she needed somewhere for Guild personnel but because her verification scouts were reporting civilian conditions in the eastern districts that matched the garrison data: communities going quiet, trade routes thinning, the slow contraction of normal human activity in a zone that the Empire still classified as stable.

The Confederacy didn’t ask. They were already walking.

"Current capacity?" Thorne asked.

"The core mountain supports thirty-five thousand because that’s how many we have. It could support fifty if we expand the residential quarter westward — Sylvara’s already indicated she can grow in that direction. The satellite settlements combined hold another twelve to fifteen thousand. Total capacity with emergency expansion: sixty-five to seventy thousand within four to six weeks."

The number sat in the room.

"That’s not enough," Marcus said quietly.

"No. It’s not." Raven looked at him. "Patriarch Long is moving fourteen hundred. The Wu Clan is pulling an unknown number. Drake’s scouts are reporting communities going quiet across a two-hundred-kilometer arc east of here. "We can’t house a hundred thousand people," Silas said. Not panic — engineering. The formation master calculating load on infrastructure the same way he calculated load on crystal nodes.

"We can’t house them in buildings. We can house them in the territory." Raven tapped the map — the three valley corridors south and west of the core mountain. "Cedric’s modular units. "Living architecture for the Confederate arrivals," Shen Wuyan said. She’d been quiet — listening, the way she listened when the scope of a conversation exceeded even her eight hundred years of experience, and she wanted to be certain before speaking. "Vasara’s bio-engineers can grow shelter faster than Cedric can frame it. If the Confederate tribes are coming, they bring their own construction capability."

"The Northern quarter is built for fifty and expandable to two hundred," Bjorn said. "Hrothgar’s sending smiths. They bring families. Those families need housing on the western slope."

"Food," Lin Yue said. The word that mattered more than housing, because housing without food was a different kind of emergency. "Current agricultural production feeds thirty-five thousand with a twenty-percent surplus. That surplus disappears the moment the first evacuees arrive. If we’re scaling to sixty or seventy thousand, we need to triple our agricultural output within weeks."

"The wave-enhanced terraces can produce three harvests per season," Tomas Wei said from the back of the room — the agricultural supervisor, invited because this conversation required his expertise. "Fast-growing grains and root vegetables. If we open every available terrace and extend planting to the valley corridors, we can feed sixty thousand in six weeks. Beyond that, we need supply chains from the west."

"Which brings us to the political question," Kael said from the wall.

Everyone turned. The prince rarely spoke in full council — his clearance was limited, his position complicated, his presence a function of the diplomatic cipher rather than governance authority. But the political question was his territory, and everyone in the room knew it.

"The Emperor asked what the autonomous territory proposes," Kael said. "That phrasing is deliberate. "Accept. Not lead."

"He can’t lead it. His eastern apparatus is compromised. His garrisons are captured. His intelligence is fabricated. He has no trustworthy infrastructure east of the Fifth Ring." Kael’s voice was level — the diplomatic register, the one that carried weight without inflection. "You do. Seven Peaks has the formation network, the scanner technology, the surveillance capability, the agricultural base, the housing production, and the alliances. The Emperor is asking you to do the thing he can’t."

"And in exchange?" Thorne asked.

"Recognition." Kael met Raven’s eyes. "He won’t call it sovereignty — the word costs too much politically. But an evacuation framework proposed by Seven Peaks and accepted by the Emperor is a de facto recognition of authority. You become the institution managing the eastern crisis. Not a sect. "Yes. But now it’s official."

Formation-protected corridors for civilian movement. Scanner deployment at every reception point — nobody enters without screening."

"The scanner clause will be questioned."

"The scanner clause is non-negotiable. We screen everyone. The Sanctum’s operatives are already in the crescent settlements. We’re not importing them into evacuation camps." She looked at each person around the table. "Every reception point gets a formation scanner. Every arriving civilian walks through a gate corridor before they receive housing assignments. Eighty-five percent confidence isn’t perfect, but it’s the best we have, and deploying it at scale across every entry point is the only way to keep the perimeter clean."

"We’ll need fourteen more scanner installations," Silas said. Already calculating. "The six satellite gates have portables. Eight new installations for the valley corridor reception points. Crystal inventory is sufficient. Installation time: two days per site with trained teams."

"Coop’s lattice reads for flagged cases?" Naida asked.

"Coop can’t be at every gate. But we can train the processing teams in behavioral indicators — the signs he’s identified that correlate with lattice anomalies. First-pass screening by trained staff, second-pass by Coop personally for anyone who triggers."

"We open the gates wider than they’ve ever been. And we watch everything that walks through them. Both things. At the same time. That’s who we are."

"Timeline for the draft?" Kael asked.

"Two days. The Emperor wants a proposal. He gets one before his military council finishes arguing about whether the garrison data is real."

Kael nodded. Left the wall. Walked to his office, where Tianlei would be sleeping and the diplomatic cipher would be waiting, and the framework that would reshape the political map of the eastern Empire would need to be written in language that a reluctant Emperor could accept without feeling like he’d surrendered.

Thorne stayed in the command center with Raven.

"Two years," he said.

Raven looked at him.

Raven looked at the map. The territory that had started as a claim and become a home and was about to become a refuge for everyone in the path of something growing in the east.

"Same purpose," she said. "Protect people. Everything else is logistics."

Thorne nodded. Didn’t repeat her words. Just nodded — the nod of a man who’d found the right commander and spent two years confirming it.

The mountain held its breath. The council moved. Across the Verdant Spire, doors opened and closed as people went to do the work that the answer required. The framework would be written in two days.
