Personal requests went through Thorne because Thorne understood the wall between Kael and Raven and could negotiate its door with the professional care of a man who had spent 16 years managing access to things that needed managing.

Thorne arranged it for 10:00. Command center. Formation-sealed. "She’ll see you. She was expecting the request."

Of course she was. Raven had the Shadow Pavilion’s full intelligence picture. She knew Serian’s trail intersected the eastern surveillance pattern. She’d known it before Kael did — probably since Thorne first reported the fabricated paperwork. "He also told me the pattern’s center is Greymere. The same community where my cousin was last confirmed before his paperwork was fabricated and his trail went dark."

Raven looked at him. The stillness that meant processing — not the diplomatic assessment that politicians wore, but the deeper attention of someone whose mind worked at speeds her face didn’t need to express.

"Sit down, Kael."

"Twenty-six confirmed cases over seven months," Raven said. "All male. All absent for two to four days. All returned with stories that check out — hunting trips, supply runs, roof repairs. Nothing that would raise concern individually."

"But collectively."

"Collectively, the return rate is statistically impossible. 7T9 ran the analysis. The probability of all twenty-six returning in a region with standard hazard rates is effectively zero."

Kael studied the map. The diplomat’s eye — trained to read patterns in political landscapes — reading a different kind of pattern. The dots weren’t random. They clustered along routes. Along connections. The paths that people used to move between communities, the infrastructure of daily life.

"Yes."

She let that settle.

"The city is performing," she said. "That’s how Agent Wren described it. And the paperwork that erased your cousin from the Imperial Guard’s records is performing too. It looks right. It functions. Every component is in the correct place. But the purpose is absent. The paperwork doesn’t document a transfer. It documents the appearance of a transfer. The city doesn’t house a community. The command center was very quiet. The formation displays hummed. The red dots glowed. The continent stretched between them in light and data and the accumulated weight of seven months of intelligence that pointed at something neither of them could name.

"What’s happening in there?" Kael asked. Not the diplomat’s question — the measured, calibrated, institutionally appropriate inquiry. The person’s question. The raw one. The tissue adapts to mirror whatever living thing it contacts. It grows toward life. It wants proximity."

"And you think the men—"

"I don’t think anything yet. I have a pattern. I have a growth. I have a city that performs and paperwork that performs, and a 100% return rate that shouldn’t exist. I don’t have an explanation. I don’t have evidence. I have shapes in the dark."

Kael looked at the map. Twenty-six dots. His cousin’s trail ending at their center. The organic growth expanding. The city performing.

"I want to help."

"With what specifically?"

"I know."

"I need to hear you say that you understand."

"I understand that I might be looking for a man who can’t be found. I understand that the pattern might explain why he can’t be found. I understand that the explanation might be worse than the absence." He met her gaze. The same directness he’d brought to the map table weeks ago — 2 seconds of contact that carried more than the diplomatic channel ever could. "I’m looking anyway."

Raven nodded. The assessment complete. The wall — the complicated, necessary, painful distance between two people with a history neither of them could fully acknowledge — remained.
