The pages were dog-eared now, annotated in his own hand — margin notes in the careful script his tutors had drilled into him since childhood. Questions, calculations, comparisons to the Imperial governance structures he’d studied his entire life.

Through the study window, the Imperial City stretched to the horizon. Rings One and Two blazed with formation light — the ancient infrastructure that predated the Empire itself, built on spiritual energy rather than electrical current. Beautiful. Functional. Serving perhaps three hundred thousand of the most privileged people on the continent.

Beyond Ring Four, the city went dark.

Not the romantic darkness of unlit countryside or the gentle dimming of a district at rest. This was the darkness of failure. Millions of windows that should have glowed with electrical light, dead. Street lamps that had illuminated roads for a century, cold. Hospitals, water pumping stations, communication relays, refrigeration units, transport networks — all of it dark. All of it dead. The contrast was visible from his window. A line of light that ended at Ring Four’s outer wall, and beyond it, darkness stretching to the horizon, punctuated only by the orange flicker of torches and cooking fires. Two cities occupying the same space. One for the powerful, warm and bright. One for everyone else, cold and dying.

Kael closed the charter. Pressed his palms flat on the desk.

From the corridor outside, the faint murmur of palace staff — formation-powered everything, hot food, clean water, heated rooms. The palace had barely noticed the wave. Some courtiers complained that the entertainment systems were down. That the Neural Net’s absence made it difficult to coordinate social calendars. Minor inconveniences in a building that ran on the same spiritual technology that had sustained empires for millennia.

Six days ago, a Sanctum envoy had arrived. Peak Soul Ascension — Kael had felt the man’s spiritual pressure from three corridors away. Accompanied by four guards whose cultivation signatures made the Imperial Guard look like children with wooden swords. They’d been given the diplomatic suite in the east wing. Closed-door meetings with the Emperor. Three, sometimes four hours at a time.

Kael was not invited.

He’d heard raised voices twice. His father’s — tight, strained, the particular tone of a man being told things he didn’t want to hear by people he couldn’t refuse. And the envoy’s — measured, patient, the voice of an institution that had been giving emperors instructions for eight hundred years and saw no reason to stop.

Whatever was being discussed, it was above the Imperial Heir’s access level.

That infuriated him more than it should have.

What else could an emperor do? Refuse to sit on his own throne because it was broken?

The agenda: water distribution protocol for Ring Five.

Ring Five’s aquifer system relied on electrical pumps that no longer functioned. Three million people without reliable clean water. Wells existed — old ones, predating the pump system — but they’d been sealed decades ago when the infrastructure made them redundant. Unsealing them required coordination, equipment, and labor that the Imperial bureaucracy was struggling to organize because the systems for organizing things didn’t work without the systems that made things work.

The debate lasted three hours.

Not three hours of problem-solving. Three hours of procedure. Which ministry had jurisdiction over water access. Whether emergency protocols superseded municipal authority. Whether the Ministry of Public Works or the Ministry of Civil Administration should authorize well-unsealing crews. Whether expenditures required a formal Imperial Decree or could be processed through emergency executive action. Whether emergency executive action had a duration limit and whether that limit had already been exceeded.

People were dying of contaminated water in Ring Seven while officials argued about whose signature went on which document.

Kael sat in his designated chair — the Heir’s seat, positioned one step below and to the right of the throne — and watched. His father listened to each official with the glazed patience of a man who had held an empire together through force of will and institutional momentum, and was discovering that momentum only carried you as far as the first cliff.

The Emperor’s hands rested on the throne’s arms. The crack ran beneath his right palm. He didn’t look at it. He never looked at it. But his fingers traced its edge, unconsciously, the way a man traces a scar he can’t stop touching.

No decisions were made. The session adjourned for lunch. The water in Ring Five remained unpumped.

Captain Renard drove the formation-powered vehicle — one of eleven still operational in the Imperial fleet, the rest having relied on electrical components that died with the wave. They passed through Ring Four’s outer gate and entered the dark.

The transition was immediate. Formation light ended. Torchlight began. The broad, well-maintained avenues of the inner rings gave way to streets that looked the same but felt entirely different — the same stone, the same architecture, the same Imperial infrastructure, all of it rendered useless by the absence of the power that made it function.

People moved through the streets carrying water in buckets. Some had rigged hand-pumps from salvaged equipment. Some queued at the old wells that were being unsealed — slowly, one at a time, by work crews whose tools didn’t work and whose supervisors were waiting for authorization from ministries that couldn’t communicate.

Children sat on doorsteps in coats that weren’t warm enough, because the heating systems were dead and firewood was already being rationed. A woman sold soup from a cart, heated over a wood fire, charging prices that would have been criminal a month ago and were now simply the mathematics of scarcity.

The hospital appeared through the gray of a December afternoon — Ring Seven General, the largest medical facility in the outer rings. Dark. Like everything else. Except—

Light. In the east wing. Flickering, unsteady, but unmistakably electrical. The warm yellow glow of equipment designed to keep people alive, burning in windows that had been dark for eighteen days.

Kael’s vehicle stopped at the hospital’s main entrance. A small crowd had gathered in the street, staring at the lit windows with expressions he’d seen in temples.

Inside, he found them.

Six disciples in Seven Peaks sect robes — grey with silver stitching, the mountain crest on the breast. Young. The oldest couldn’t have been twenty-five. They’d arrived that morning with a formation-reinforced wagon carrying three converters and enough supplies to sustain a week’s deployment.

One converter was already installed. A device the size of a large suitcase, humming quietly in the hospital’s power junction room, drawing ambient spiritual energy from the post-wave atmosphere and converting it into electrical current at thirty-seven percent efficiency. Enough to power the ICU. The emergency ward. The neonatal unit where three premature infants had been kept alive for eighteen days by healers working in shifts with hand-powered bellows because the incubators had died.

The incubators were on.

The soft hum of equipment designed to keep the smallest, most vulnerable humans alive. Equipment that had been silent for eighteen days while healers worked in shifts, hand-pumping bellows, warming blankets over fire, doing everything medicine could do without the machines that medicine depended on.

A doctor — a woman in her fifties, dark circles carved beneath her eyes, hands trembling from exhaustion that went beyond physical — stood in the ICU corridor watching the monitors flicker to life. She saw Kael. Recognized the Xuán crest. Said nothing to him.

She turned to the nearest disciple — a young man with calloused hands and the particular straightforward manner of someone who’d grown up in the outer rings himself — and grabbed his forearm with both hands.

"Thank you," she said. Her voice cracked. "Thank you. Thank you."

The disciple looked uncomfortable. "We’re just doing what the Sect Leader sent us to do, ma’am."

The Sect Leader. Not the Emperor. Not the Imperial Ministry of Health. Not the Celestial Healing Halls that served Rings One through Three exclusively. A seventeen-year-old girl who’d been a servant in the Brenner household a year ago, who’d built a sect from nothing, who’d designed a device that converted spiritual energy to electricity at thirty-seven percent efficiency and sent it to people she’d never met because they needed it.

Kael stood in the corridor and watched her invention save lives that his entire dynasty couldn’t.

He stayed for an hour. Watched the second converter being installed in the surgical wing. Watched a nurse turn on a sterilization unit and weep because sterile instruments meant surgeries could resume. Watched a father carry his daughter into the emergency ward — a girl of perhaps eight, limp and feverish — and watched the triage team receive her with equipment that worked.

He’d read it so many times, looking for flaws. For the catch. For the hidden mechanism that would reveal itself as tyranny wearing a better costume. Every governance document he’d ever studied — Imperial law, Celestial house charters, Federation civic codes — had the catch somewhere. The clause that preserved power for the people who wrote it.

This time, he wasn’t looking for flaws. He was looking for permission.

He found it on page forty-three: Any person, regardless of origin, station, or prior allegiance, may petition for residency in Luminous Dawn territory provided their intent reads as genuine by the gatehouse formation.

Any person. Including a prince who had failed to protect the people his dynasty was supposed to serve.

Kael wrote the letter by formation light. Short. Direct. The words came easier than he expected — perhaps because he’d been composing them in his head for weeks, during every court session that produced nothing, every report of another district going dark, every night spent reading sixty-one pages that described a world that worked while the one outside his window didn’t.

Father — I’ve gone to Seven Peaks. Not as your heir. As myself. The Empire needs what she’s built. I intend to ask for it. If the Sanctum envoy objects, remind him that I don’t answer to the Sanctum. I’m not certain you do either, though you seem to have forgotten. — Kael

He left it on the Emperor’s desk in the Jade Spire study. Sealed with his personal signet, not the Heir’s crest.

He packed light. One bag. Riding clothes, not formal robes. No Imperial insignia. Captain Renard, who had served him for six years and understood the difference between following an order and sharing a conviction, was waiting at the stable with two horses saddled.

"Your Highness—"

"Just Kael. For this trip."

Renard studied him. Nodded once. "Just Kael, then."

The east wing corridor was dim at that hour — formation lanterns at quarter-power, most of the palace still sleeping. Kael’s boots were quiet on the marble. Renard two steps behind, travel pack over one shoulder, hand resting on the pommel of a sword that still worked because it had never relied on electricity.

The Sanctum envoy’s quarters were at the corridor’s far end. Kael had chosen this route because it was the shortest path to the stables. That was what he told himself.

The doors were thick. Formation-reinforced ironwood, designed for privacy. But the voices behind them were not designed for the early morning, when the palace was quiet and sound carried further than people imagined.

A second voice, calmer, colder: "The Accord mandates what the Council determines it mandates. The question is not legality. The question is what she has become. A sovereign territory with True Path cultivation, an Aeralith Felis on her border, and a population that doubles every month. If the Council does not act—"

"The Council will act. Five Elders have been authorized for direct review. The timeline—"

Kael kept walking. Didn’t slow. Didn’t stop. Filed every word in the part of his mind that his father’s strategists had trained since childhood — the part that collected intelligence the way other people collected coins. Each piece small. The pattern they formed, significant.

Splinter defectors. Shen Wuyan’s people.

The Accord. Whatever cosmic framework the Sanctum operated under.

Five Elders. Direct review.

He didn’t know what it meant. But he knew it wasn’t a diplomatic visit.

The stable was cold. The horses stamped and snorted in the pre-dawn chill. Somewhere in the Seer Tower, three kilometers away, his wife was eight months pregnant with a child that might be his and might be something else entirely. He hadn’t visited her in two weeks. Hadn’t known what to say. The woman he’d been blood-oathed to — cosmically bound, politically essential, and carrying secrets he couldn’t name — sat in a guarded tower counting days, and he was riding in the opposite direction.

The guilt sat in his chest like a stone. He carried it anyway. Because the guilt of leaving was smaller than the guilt of staying and doing nothing while people died in the dark.

Kael mounted up, settled into the saddle, and looked back at the palace one last time. Lit from within. Warm. A monument to the kind of power that only served the people inside it.

Then he turned south.

The road out of the Imperial City passed through every ring in sequence — the light fading as he went, formation giving way to darkness, the orderly infrastructure of the inner rings dissolving into the torchlit survival of the outer ones. Families on the road. Hand-carts. Children walking in the cold. All of them heading the same direction he was.

South. Toward the mountain.

A prince in the exodus. Riding toward the only place on the continent where the lights were on for everyone.
