"Four months," she said.

"What has the Empire done in the eastern districts in the last four months?"

"Because the garrisons told them it was stable."

Thorne nodded. The kind of nod that closed a door.

"So it stopped being careful," Raven said.

"More than that." Coop moved to the map. Traced the five garrison pins, then the organic growth circle. "The timing gap — four months between the last garrison falling and the growth surge — suggests a consolidation phase. It didn’t start growing faster the moment Hartwatch was captured. It waited. Used those four months to prepare — strengthen the reception points, thicken the perimeter tissue, build the infrastructure it needed to sustain faster expansion."

"It was getting ready," Naida said.

"It was getting ready. The garrison cascade was the preparation. The growth surge is the execution. Two stages of the same operation."

Silas’s formation data arrived by relay crystal while Coop was talking. He’d been running continuous readings from the eastern sensor nodes — the same arrays that had detected the structured interference months ago. "Lira will want a timeline," Thorne said.

"Offered relocation to Seven Peaks or satellite settlements. Anyone who wants to stay stays at their own risk, with full disclosure about what’s coming from the east." Raven looked at each person in the room. "We’re past the point where we protect people by not telling them."

Thorne straightened. Naida’s hands went still on her report. Coop’s eyes stopped flickering. The word Emperor did that to a room.

"Not every channel." Raven looked at the map. At the five garrison pins. "Kael," she said.

Thorne understood immediately. "Direct diplomatic communication. Prince to Emperor. Personal channel, not institutional."

"Does Kael have a secure line?"

"He has diplomatic cipher privileges. Personal correspondence between a prince and his father doesn’t route through garrison processing. It goes through the Imperial diplomatic pouch — separate infrastructure, separate courier chain."

"Can the captured garrisons intercept a diplomatic pouch?"

"Then we’ve already lost more than we know." Raven pressed her knuckles against the table. The wood warmed beneath them. "We use every channel simultaneously. Kael’s diplomatic cipher to the Emperor. Commander Drake through the Mercenary Guild’s relay. The Wu Clan — Hadrian has his own intelligence network, and Tianlong’s law enforcement contacts reach places the military doesn’t." "Which is?"

"That will cause a panic," Thorne said.

"Drake will mobilize the Guild," Naida said. Thinking operationally, already building the distribution chain in her head. Independent confirmation from the Mercenary Guild carries weight the Emperor can’t ignore."

"And the Confederate relay?" Coop asked.

"The southern tribes need to know the growth is accelerating. Their territory is south and west — they’re not in the direct expansion path yet. But the organism doesn’t grow in straight lines. If it shifts direction, the Confederate settlements could be in range within months."

"The Sanctum will know we know," Thorne said. The operational reality that sat beneath every decision like bedrock. She sat on the low wall. The stone was cold. Tomorrow, the messages would arrive. Drake would mobilize. The Emperor would read Kael’s cipher and learn that his eastern intelligence had been a performance for four months. The Confederate tribes would calculate distances and rates and reach the same conclusion Coop had reached in the command center: weeks, not months. Bryn’s wooden cup sat beside the shoot — left from the evening watering, forgotten or placed deliberately, the way five-year-olds left things in the places that mattered.
