After all, Ninghang Technology’s original partner was Liu’s Heavy Industries. But as it happened, Liu Xuan founded United Pharmaceutical, independent of Liu’s Heavy Industries. To mitigate risk, Liu’s Heavy Industries then transferred the project to United Pharmaceutical.
