Consul Meiying Argil returned to Akiou Prefecture five days after her first visit, and this time she didn’t bother with the pretense of diplomatic patience.
"The Imperium Throne has reviewed your counter-proposal," she said, sweeping into the war room without waiting for an invitation, her escort trimmed down to just two attendants this time — a subtle signal, Haruki suspected, that this conversation was meant to feel more personal, more pointed. "And rejected it."
"I assumed as much," Haruki said, not looking up from Thessaly’s latest fragment-tracking diagram. "Given you’re back in person instead of sending word."
"The Throne’s position is this," Meiying continued, ignoring the interruption. "Your group will formally surrender custody of all recovered Lougen fragments to Imperium oversight within seven days. In exchange, you’ll receive official recognition as a sanctioned auxiliary force, along with appropriate compensation and guild rank advancement commensurate with your service."
"And if we refuse?" Thessaly asked, not looking up either, her tone carrying the same clinical detachment she applied to everything else.
"Then the Throne will consider your continued possession of the fragments an act of defiance against Imperial authority," Meiying said, "and respond accordingly. I’d strongly advise against testing exactly what that response might entail."
The room’s temperature dropped noticeably, several harem members shifting into more alert postures despite the outward calm everyone was maintaining.
"Let me be clear about something," Haruki said, finally setting down the diagram and meeting Meiying’s gaze directly. "We’ve bled for these fragments. We’ve lost cleansers, nearly lost each other more than once, and uncovered information about Kargekin that your intelligence network has apparently failed to gather in two years of supposedly monitoring this threat. And your response to all of that is an ultimatum."
"My response is an attempt to bring order to a situation that’s currently being handled by an unsanctioned group with no official accountability," Meiying said, though something in her voice suggested even she found the framing distasteful. "I didn’t design the Throne’s position, Lord Chen. I’m simply the one tasked with delivering it."
"Then deliver this back," Haruki said. "We’re not surrendering the fragments. Not to an organization that’s shown more interest in jurisdiction than in actually stopping Kargekin. But I am willing to formalize our position — properly, with actual accountability, if that’s genuinely what’s needed to resolve this standoff."
Meiying’s eyebrows rose slightly. "Explain."
"Charter us," Haruki said, the idea crystallizing even as he spoke it aloud, something that had been quietly forming in the back of his mind since his confrontation with the governor’s cowardice weeks earlier. "A real sect. Ranked, recognized, with the same accountability structure any other sanctioned group operates under. We answer to the guild’s oversight the same way Dongwa Sect or any other ranked group does. But we keep operational independence over how we handle Kargekin specifically, because we understand this threat better than anyone currently sitting in the Imperium court."
The room went quiet, several harem members exchanging glances at the sudden, concrete shape of an idea that had only ever existed as vague frustration until this moment.
Meiying studied him for a long, calculating moment. "You want a sect charter," she said slowly, "in exchange for continued custody of the fragments."
"I want accountability that doesn’t come at the cost of surrendering the one advantage we actually have over Kargekin," Haruki said. "If the Throne wants oversight, fine. Give us the structure to operate within properly, and we’ll answer to it. But don’t ask us to hand over the fragments to people who’ll bury the truth about Toru Village the same way Akiou’s governor tried to bury this vault."
Something shifted behind Meiying’s carefully neutral expression — calculation, yes, but also something that looked almost like respect.
"A sect charter is not a small request," she said. "It requires formal recognition from at least two of the Four Great Clans, a demonstrated operational history, and typically a founding ceremony overseen by guild leadership."
"We have Guild Master Dion’s backing already," Haruki said. "And I imagine our operational history over the past month speaks for itself."
Meiying was quiet for a long moment, weighing something Haruki couldn’t quite read behind her composed expression.
"I’ll present the proposal," she said finally. "I make no promises about the Throne’s response. But I will say this, Lord Chen — you’ve made a considerably bolder play than I expected from someone I initially assumed was simply an unranked cultivator who got lucky."
"I’m not lucky," Haruki said quietly. "I’m just done letting people who weren’t there for the worst of it dictate how we handle what’s left."
Meiying held his gaze a moment longer before offering the barest, genuine nod. "I’ll relay your proposal within the week," she said, turning to leave. "Try not to lose any more fragments to Kargekin in the meantime. It would considerably weaken your negotiating position."
She swept out of the war room, attendants trailing behind her, leaving the assembled group in a thoughtful, charged silence.
"A sect," Ariel said finally, testing the word like she was trying it on for size. "Our own sect."
"It’s not confirmed yet," Haruki said, though the idea had already settled somewhere deep in his chest, taking root in a way he hadn’t quite expected. "But if it happens—"
"It’ll mean something," Rosalia finished, grinning. "A real name. Real standing. No more ’No Name’ nonsense following us around every time we walk into a guild hall."
"It’ll also mean responsibility," Thessaly pointed out, ever the pragmatist. "Formal recognition comes with formal obligations. Recruitment, resource management, political entanglements you haven’t had to navigate as an informal group."
"One battle at a time," Haruki said, though he found himself, despite the weight of that truth, genuinely looking forward to the challenge for the first time in longer than he could remember. "First, we finish this fight with Kargekin. Then we figure out what building something permanent actually looks like."
Nibel, quiet until now, finally spoke, her expression thoughtful rather than guarded for the first time in days. "A permanent sect," she said slowly, "means a permanent home. Something none of us have really had, in one form or another, for longer than any of us would probably like to admit."
"Then let’s make sure it’s worth having," Haruki said, and found, to his own quiet surprise, that he meant it more than he’d meant almost anything else since the day his brothers pushed him off that cliff.
