The four superpowers were so bold because the dinosaurs did not have nuclear power, so from their point of view they could not have reacted to their attack. But the Prettania Kingdom, on the other hand, had nuclear power! Going to war with the Prettania Kingdom meant risking being bombed with atomic bombs!

In practice, the NMWA could not have repeated with the Prettania Kingdom what it had done with the Great Republic of Beleriard. There would be no occupation. It would have been a war of propaganda and words... but with the famine and the crisis, Pauline knew that many nations would line up alongside her.
