Besides the design plans for the Galactic Veilstone Building, the blueprints also included those for the Galactic Warehouse.

Clearly, both structures had been designed by the same architect, and now Courtney had conveniently obtained them in one fell swoop.

"How many people are currently in Team Galactic’s headquarters?"

"We don’t have an exact number," Courtney replied. "But based on our analysis of personnel movement in and out of the Galactic Veilstone Building, we estimate between 700 and 1,000. That includes some research staff as well."

The numbers weren’t precise, but Luo Yuan had expected that.

After all, they hadn’t planted any undercover agents inside Team Galactic this time. Given that, this level of intelligence was already quite satisfactory.

"Seven hundred to a thousand... that should be manageable." Luo Yuan did some quick calculations.

Although his elite squad only consisted of fifty members, each one was strong enough to take on three Team Galactic trainers in normal combat. With [Mega Evolution], they could handle five each without issue.

Malva had also brought three hundred reinforcements, and with the Legendary Pokémon in Luo Yuan’s possession, dealing with Team Galactic’s forces would be a breeze.

As long as they suppressed Team Galactic’s high-ranking combatants, the ordinary grunts wouldn’t pose any real threat.

"What about the Sinnoh League?" Luo Yuan asked.

When operating in another region, the local Pokémon League was a force that couldn’t be ignored.

"The Sinnoh League appears to be holding a meeting regarding Team Galactic... and we also obtained some intel from their previous battle in Jubilife City," Courtney said, pulling up a video file.

The footage was compiled from surveillance cameras inside the Galactic Jubilife Building.

A familiar figure appeared on the screen.

"Sinnoh Champion Cynthia."

Malva, standing nearby, immediately recognized her.

As a Kalos Elite Four member, she naturally knew Cynthia, the Champion of Sinnoh.

Watching Cynthia command her Garchomp in the video, Luo Yuan knew she was a force to be reckoned with. There was no doubt she had Champion-level strength. If she and the Sinnoh League joined forces against Team Galactic, things could get tricky.

But there was no way the Sinnoh League and Team Galactic would work together.

In fact, to some extent, Team Rocket’s objective aligned with the Sinnoh League’s—they both wanted to eliminate Team Galactic. So the Sinnoh League’s strength, while significant, wouldn’t affect the overall situation.

Luo Yuan instructed Courtney to continue monitoring the Sinnoh League’s actions and to report any developments immediately.

Then, he casually turned off the video. "Seems like everything is in place."

"Aren’t we going to prepare a bit more before making a move?" Malva asked, noticing Luo Yuan’s intentions.

She wasn’t questioning his decision—just felt that this seemed a bit rushed.

Since arriving in Sinnoh, Luo Yuan had only done a brief reconnaissance before deciding to take action.

After all, their opponent was Team Galactic, a large-scale regional organization.

Shouldn’t they at least treat this with the appropriate level of seriousness?

"No need. Our forces are already assembled. Delaying further would only give Team Galactic more time to prepare," Luo Yuan replied.

The meeting was presided over by Sinnoh Champion Cynthia, with Elite Four members Lucian, Bertha, Flint, and Aaron in attendance.

"Based on the intel gathered from interrogating captured Team Galactic members, their goal is to awaken Dialga and Palkia to create a new world. We absolutely cannot allow them to succeed," Cynthia said gravely.

The consequences of letting a criminal organization control Legendary Pokémon were already well-documented.

Both the Kanto and Hoenn Leagues had learned this the hard way.

The unchecked dominance of Team Rocket in Kanto and the catastrophic battle between Groudon and Kyogre in Hoenn had proven that allowing criminal organizations to control Legendary Pokémon was simply unacceptable.

"This time, I’ll lead the operation. Lucian and Bertha will remain at headquarters, while Aaron and Flint will accompany me to Veilstone City," Cynthia announced.

The group nodded.

The plan made perfect sense.

Currently, two of Team Galactic’s Commanders and a significant number of their elite members had been captured by Team Rocket in Kanto. Given the remaining strength of Team Galactic, this lineup should be more than sufficient.

"Interpol’s ’Looker’ has already gone ahead to Veilstone City for preliminary reconnaissance. He will coordinate with us during the operation," Cynthia added.

Their previous collaboration with Interpol had been highly successful. Thanks to intelligence gathered from Interpol’s years-long investigation into Team Galactic, they had managed to take down the Galactic Jubilife Building in a single decisive strike.

Now, with another joint operation underway, confidence among the attendees soared.

Everyone nodded in agreement.

Meanwhile, the intel about Cynthia’s departure for Veilstone City was quickly relayed back to Team Rocket through their embedded informants within the Sinnoh League.

Just as he was about to lead his forces out, Luo Yuan read the report and couldn’t help but smirk.
